Gimp has two ways of doing it: "index" and "dither." indexing is better if you want to reduce the image to a really tiny set of colours (cuts down on filesize too), dither is good if you want to be more subtle

De todos da lista, esse daqui é o mais conhecido e utilizado. Ele é um programa Open-Source, e é tão capaz de fazer edições de imagem no geral quanto o Photoshop. Você pode utilizá-lo no Linux sem nenhum problema.
