Xolotl & Quetzalcoatl's headdress are not the same You can see the difference by looking carefully, Quetzalcoatl got that red stick about 5 meanwhile Xolotl got only 4 depends that Xolotl are less powerful compared with Quetzalcoatl.

This also doesn't even make sense FOR a Latam region: Quetzalcoatl's (left) associations were primarily to intellectualism (song, music, poetry) and wind, or the dualism of the heavens/earth, rarely water; but not fire.

1) Tezcatlipoca won the bet, he kept Quetzalcoatl's sacrifices and wants to eradicate humanity (I think it's more to punish Izel at this point)
2) Tenochtitlan is going to play a very important role, both Tezca and the children go there in their last scene.
