I'm pretty sure this was from a piece of fanart made ages ago by Ruian Xiaoguo depicting a Motormaster design with a Kenworth K100 vehicle mode. When AoE started getting promotional material someone saw what was Galvatron's mode, desaturated the original art and used that.

Model Observations: G1 Motormaster's cartoon character model is just coloured wrong, as if he transformed like Optimus Prime. But the Marvel version is coloured much more accurately to the toy. Shown: Cartoon colours, marvel colours, my own "Toy accurate" version.

It's Starscream with his friends Motormaster, Swindle, Runamuck and Runabout. The colouring errors here were fixed for the TPB. So of course I had to use these colours on the G1 cartoon character models.
