Stag-headed sylvan race? Makes me think of the Actaeon from Mystara, though your Horned Ones probably predate them.

Alternatively, it reminds me of the archfey/Celtic god Cerunnos (Master of the Hunt) and the "Horned Hunter," one of the many avatar forms of Silvanus.
