It can be created with just a few simple Matcapt maps.
I used multiple layers of nested models to restore accurate edge light,
And i adjusted the face orientation of the edge light and customized the normal direction.

I am back, and i took the time to learn how to do Colorful sprite art on CSP including proper sprite color management, here's a hint, its all on Gradient maps.

The combat is a simple turn based 4 guys in a line type thing in the DS version but the PS1 has a shallow but rather neat tactical battle system. There's trade-offs to each but the PS1 has english songs as an option and the DS has maps. YMMV but its delightful all the same.
