All humans have CE but most can't perform Jujutsu. It would follow then that even the simplest abilities require far more than 1 single increment of CE.

Anime adaptation of the tattoos were an error & I remember it being one of my biggest early frustrations + points of argument with presenting the idea of Sukuna's Tattoo's being seals..

Subsequent panels & art seem to have now confirmed as much. 🙏🏽

I initially presented Sukuna's Tattoo's being seals for his true form in 2018 because imo evidence had already been given..
Sukuna had 2 rings on his arms & none in his true animalistic form.
Validity was added later as reverting to 4 arms left single rings on each arm..
