Then, after Goku used Kaioken x4, he almost immediately overpowered Vegeta.

So for Gohan to hold Cell’s kamehameha, Cell’s has to be less than 1.3x stronger.

Using this same reasoning for Gohan, his angered SSJ2 is at the level it’d ordinarily be at if he went SSJ2 at full power.

And he’s a total beast, one-shotting several Cell Jrs, each of whom are roughly on par with Cell, as if it’s no big deal.

However, something else to consider is that Gohan doesn’t have access to his full natural power yet.

He shows that he’s not confident in himself and that he’s not intent on fighting Cell.

Bear in mind, he still thought Goku was holding back power after using the instant transmission kamehameha, which should imply that Gohan should be comparable to, if not stronger than this attack.

Gohan strongly implies that he sees Goku as stronger than himself, which is why he constantly says that his father is holding back and is SHOCKED to find out that he wasn’t.
