In order for Kara Cancels to work there HAS to be a base normal attack you're canceling FROM and then the move you're actually cancelling into. The way that Renda Kara Cancel works means that whatever hits you're doing with Crouching Short there needs to be a +1 for it to work.

So when you're Renda Kara Canceling, you're fitting in the hits for the combo itself AND the normal you need to Kara Cancel into the Super Combo, in this case Ken's Shoryu Reppa.
