Wanted to clear something up:
This crab's name is actually "Klawdius," with a K. He was made for an unfinished plot about a crab mob.
Remnants of this plot could still be seen throughout 2012, particularly Herberts crab army from Operation Blackout.

@UnusedPenguin However, you are correct. The PSA does serve as the island's police, and they canonically ban penguins.
This is made evident in CPT #70, where Aunt Arctic talks about bans from an in-universe perspective. Gary also threatens to ban Herbert in PSA mission #10.

@redkeytar I enjoy the attention to detail with the mountains. I've noticed the team consistently redrew the "reused mountains" seen from the Dock, Mine Shack, Ski Village etc.
Here in the news room we can clearly see the mountain from the Ski Village.
