It's gyaru makeup which is a Japanese fashion statement founded in the contrarianism saying darker skin is just as beautiful, strong and independent as fair Asian skin, which is a GOOD thing.
Westerners just think everything's about them.

Doesn't seem to be one in this post.
Anyway, if that's true, then I've been looking at it all wrong since I was certain it, like a bunch of Kanto mons, was just their take on a Dragon Quest monster.
