How did Budokai 1 get all the drip?
Here are parts of the Budokai 1 title screen separated out.
Like most fighting games, a lot of background elements and such in Budokai 2 are just billboard textures that rotate to always face the player.
This takes up a considerably less amount of performance time compared to rendering a full 3d model with textures.

The mention of it came up as I got to study DQ in one of my classes at school. The effect is done by managing a large atlas of sprites that are animated together, all while having the sprites exist in 3D space.
Clever camera work helps sell the effect.
