Thanks to @Disthron I binned my janky convertor and figured out how to use Photoshop (kind of a d'oh moment really). While writing my own one was fun, this is much better! It's ... kind of addictive and now I'm imagining 90's point & click games.
Doing some art practice, programmer style, by using a conversion tool to get this photo into 16 EGA colours and then retouching the result a bit. Not sure I'll take this one any further but it's helped to explore possible presentation options I have for missions/dialogue #gamedev

@Emberheartgames I scaled it down, tweaked the levels a bit and turned dithering off in the tool and it definitely looks like the makings of the sort of thing you might see in an older game - e.g. Thunder Blade on the, admittedly more colourful, Master System.
Fun task today - wrote a basic photo to palette conversion tool 'partypal'. Should be useful as a starting point when making front-end screens. Here's the output using the EGA palette (and for fun, C64 and CGA as well). #gamedev
