Toon, it may not be the safest answer up front, but you'll recover from anything that happens. Less safe, but assuming PC powers, I'd say Monsters & Other Childish Things, but I'm too old for a Monster, so Mage?

Fate can be very character driven.
Basically games that incorporate motivation into the core mechanics of the system.

If you like spandex, Metahumans Rising, focuses on personal motivations pushing characters forward.
