One of the most unique and not talked about enough qualities of One Piece is how much Oda uses hats and other headwear. Adds so much flavor to a design I'm baffled other stories never use them that much

To address the elephant in the room, no it doesn't mean Enel achieved Luffy's dream. Enel's dream was SPECIFICALLY the moon, which we know is just some ruins now. It's like comparing someone who wants to explore the entire grandline to someone just wanting to visit baratie
There is absolutely NO WAY for Oda to introduce an entire new world of piracy (space pirates) without ever having Luffy experience it. I'd imagine the end of One Piece being Luffy making a name for himself across the galaxy in a never ending adventure with infinite possibilities
Since Ace/WB both wanted a sentimental goal (acceptance/family we have to instead examine Sabos dream more as the prequel to Luffy's dream. Especially since they were brought up in succession. Oden being Sabo's parallel is also key as BOTH wanted to travel the world

Similarly, I believe its important to carefully examine the scenes in which luffy's dream was said. With ASL, Luffys dream was delivered childishly as a "Well if you're gonna do this I'm gonna do THAT!" in a petty boastful way like "you're 7 warlords? Well I'm 8 warlords then!"
To Luffy, the pirate King is the most free person in the seas, therefore Luffy needs to AT LEAST be the most free person in order to achieve his dream. Not strongest, not richest, but the FREEST.

Firstly Luffy / Roger were true adventure-loving pirates and not heroes like Sabo. They don't care about strangers or injustices on the other side of the world. The common factor is ADVENTURE. It's also implied being the pirate King is ONLY a stepping stone. #ONEPIECE1060
