Goldsrc, Source, Xash3D all have a 128 bone limit per model. Its a arbitrary limit as you can increase it to 256 for Source, and most likely Goldsrc with engine access.
I'd love to increase it to 256 for Xash but I don't have a source code to the mdl viewer or studiomdl,exe

Fun Fact: Spyro Reignited was going to have difficulty settings but was cut at some point. I'm not sure how it worked exactly but I have an idea based on the file names:
Easy - Sheep
Medium? - Sparx
Hard - Spyro
Nightmare - Gnasty

So that model found by @NWDM1H seems to be a early version of Astor since it's located in "CNS183_AstorDragon". It also has Dream Weavers stuff tied to it which is a bit odd.
