Hisashi Saito is a possible candidate, though I'm not that familiar with their work. Also possible one of the veteran effects chads Endo-Masuda-Hashimoto reached back for something extra but I don't think so

There is no such thing as a bad era of Norio but imo this period in the late 90's before widescreen took over was seriously the best. There's honestly nothing remotely close to what he was able to achieve in this setting
