Some characters that I'd love to have cameos/small roles on Gotham Central:
Dr Jonathan Crane, a Psychology teacher
Dr Pamela Isley, a botanist employed by Wayne Enterprises
Dr Victor Fries and his wife Nora
Harvey Dent, Gotham's former District Attorney who took down Maroni
From #TheBatman's trailer, it's clear that Bruce is on a very dark place, and that makes for a perfect opportunity to introduce an orphan little boy who brought so much happiness and joy to Bruce's life.
Dick doesn't even need to suit up as Robin yet, just have him be adopted.
And once that happens and Penguin is Gotham's top crime boss, I'm pretty sure that Oswald will finally don the classic Penguin attire with the top hat and tuxedo.
And since Matt confirmed that Penguin will eventually become Gotham's kingpin, it most likely means that his rise through the ranks of Gotham's underworld and turning into the ruthless gangster that we know from the comics will be a part of the movie, and Oswald's arc on it.
My theory on Penguin's role on #TheBatman is that he's still a low-level thug just at the beginning of his criminal career, possibly working for Carmine Falcone as in the comics.
As Matt Reeves said on the panel, "Oz is not yet the kingpin that he's going to become".
