Batman movies to date have a "monster of the week" approach to the villains, with most being limited to only one movie appearance, with the exception of the Scarecrow cameos on Nolan's trilogy.
Now that we have gotten official #TheBatman art by Lee Bermejo and Jim Lee, when are we getting official art of @ZoeKravitz's Catwoman by @Joelle_Jones and @AH_AdamHughes?
And we also know that Oz doesn't like being called "Penguin" (yet), so him renaming Gentlemen's Club to Iceberg Lounge and making it his headquarters could be his way of sending a message, that "Penguin" is no longer a cruel nickname, it's the moniker of Gotham's new crime boss.
My theory about Gentlemen's Club:
It's owned by Carmine Falcone, and once he's out of the picture and Penguin is Gotham's kingpin as Matt Reeves teased at Fandome, Oz will refurbish and rename Gentlemen's Club into the iconic Iceberg Lounge.

So Drops would be Joker's twisted and sick way of bringing happiness and joy to Gotham.
Drug lord Joker would be a really amazing way of bringing Joker back to his gangster roots while also doing something new with the character, I'd be all for it.
