徳川御三家にもかかわらず真っ先に新政府軍に協力した尾張藩（大根柄の着物）が「みんな、こつちへはいりやアナ」と手招きするのに対し、足下の猫が「尾まへの心ハふたまた大根 とちらがまことの本根やら」と皮肉を言っています。

座敷の内側にいるのが旧幕府軍、外から今まさに座敷に上がろうとしているのが新政府軍で、抱きかかえられた子供は天皇を表しています。

The Owari clan (the person in the radish-patterned kimono), which played an important role in the old shogunate but was the first to cooperate with the new government forces, invites to the people who are outside. "Everyone, go ahead, come in."

The people inside the room implicitly represent the clans on the side of the old shogunate army, while the people who are about to enter the room are clans and people of the new government army.
The baby in the arms represents the still young emperor.

本図の賛には、広重と交友があったと言われる狂歌師、八陣亭 堅城 ( やじんてい かたしろ ) による狂歌「三日月の 船遊山して みみづくの 耳にいれたき 松風の琴」と綴られており、ミミズクが三日月舟の船頭に見立てられている事がわかります。
広重のユーモアの効いた1枚です。

From the poem on the artwork, it is clear that the owl is depicted as the boatman of the "crescent moon boat."
