You're thinking of his dad, Kinnikuman. I really wish that cover was different because it has the wrong characters/wrong ages.

Not a fan of the Utrom Shredder? Admittedly, the turtles were basically fighting an android that overpowered them; not much skill involved. Basically, combined Krang & Shredder into 1 character. I did feel he was fanficked a lot in 2003 continuity.
