As far as I'm concerned, this entire issue hinges on two questions:
1) Is Lady Shiva written as a villain?
2) Is Lady Shiva able to tell if that's Steph in Cass' body?
And at the risk of sounding a bit aggressive, there's a right and a wrong answer for both.

@AJLovesHoodies Yes, absolutely. Question is a fantastic series on its own and Shiva's never been written better for my money.
Other than that, I can recommend Puckett/Scott's BATGIRL run (starring Shiva's little baby girl!), Simone/Benes' BIRDS OF PREY and Hill/Soy's BATMAN AND THE OUTSIDERS.
