Cartoons like 'Kim Possible' (2002) used this gimmick on communication devices, but this show predated the iPhone and tablet world we're in today. Hopefully you can see how dated and unnecessary a screen treatment like this is.

The appeal is the cartoony violence; not the characters. You play along because of the jokes and gags. They are vessels for funny drawings and the bad things that happen to them. Mostly Tom. Maybe more than any other cartoon (short of Itchy and Scratchy).
