Agrippina and the Ninth Legion. A mysterious woman who claimed to be descended classic Roman Emperors she and her minions set about a crime spree stealing Roman artifacts with the grand prize being the Eagle of the Ninth.

Our next villain biggest claim is he appeared in two different runs on Batgirl Vol. 1 (Puckett/Scott and Gabrych/Mhan). The one and only assassin known as Alpha!

All the more satisfying when Cass brought him down (with a lot of help from Oracle and Batman).

Lady Shiva, who wasn't a villain per se (again I talked in length about her). She was more a reflection/mirror of Cass along with being a force that Cass had to deal with. She was an antagonist yes, but not evil by evil's means like David Cain.
