Water plantain, Alisma plantago-aquatica. This plant grows on muddy banks and by slow moving water.
Submerged leaves are ribbon-like, emergent ones with clear longitudinal ribs. For @FSCPublications

I love the unusual spherical flowers and fruits, although the flowers weren't easy to illustrate!
