In the BIO4 Castle Ver. written by FLAGSHIP & Yasuhisa Kawamura, the "fog" enemy was a viral weapon made by Wesker's organization. It infected Leon in a battle between HCF & Leon's anti-Umbrella special forces. Due to tech limitations, it was remade as Uroboros in BIO5.

@KiryuAttorney @ClaireChaotic They basically split Spencer into two characters-- Sparda & Mundus. The old design of Spencer is also Mundus' human form, according to Kamiya. Originally, prior to Tony Redgrave, it was going to be Leon S. Kennedy, since it was to be "the" sequel to BIO2 (named BIO2.5 once).
