I start by blocking out the major forms in ZBrush. Then I refine the shapes until I have my finished body. I retopologise the sculpt in blender. I block out the clothes around the low poly body in blender and then bring them into ZBrush to flesh them out.

This is 's ghost model I remade. I made this from scratch with a sphere (Subdivision and following the topology technique for limbs) and made the facials material blendshapes based (5 facials). A test rig for custom animations/physics.

Wow that back retopology is crazy interesting! Seeing retopology take into account the muscle groups is awesome. Something I really need to try some more; makes me quite curious to see how that all bends and gives me ideas on how to improve my bat's retopo; 31,836 tris total 😅

It is incredibly difficult. I wish I could offer up an easy solution but best I can suggest is searching up 'bendy straw topology' if the models must be a continuous mesh.
