the models look the same in unity, the difference is on the mesh, i can bend the quad one meanwhile i couldnt do it with the sprite one

The hair mesh is very flat. The detail comes from 2 stretched procedural noise textures. One is a bump map, and the other effects the Toon Size. The textures are very simple, but since they are effecting 2 elements, it makes it look like more is going on.

Trying out some stuff, I grabbed a Fortnite character's hair mesh (Blockade Runner) and put it on Lena with some minor adjustments (Obviously won't use it, and if I go with this style i'll re-model it).

did another search and found a super useful example--this is just a plane over a pool mesh and it's rendering the depth buffer (which..... by itself doesn't look very water like, but you can use this as a mask)

sorry also the dotted line shows the values of the depth! it may be a little confusing but the water is basically a plane and its looking behind it and telling the shader how far to the next mesh! kind looks like this
