Color Balance is pretty intuitive; red/cyan, green/magenta, and blue/yellow are set up as complimentary colors, and the three categories at the bottom decide what values you'll affect. You can use all three, and they don't overwrite each other.

In the end, it all comes down to how you utilise your colours as well as your values to make things stand out.
