I just lower opaqueness, make it a darker color, draw wherever I want to shade, then blur. Or I use airbrush tool (2nd pic)

pick a very saturated shade of the color you want, draw it like it's opaque and then lower the layer/folder opacity bro it's like magic. also add another layer of shading on parts where the fabric overlaps so you create that "see through" feeling.

More Ult wings update, now for Scarlett. Not as major as Thirteen's as I liked this one, but I added a dark surface that fill the wings, opaque with blurred edges to give it a ghostly/spector look.
