i've got a technique in blender where i place some extra bones to to control automatic weights. And then some shortcuts to combine the vertex groups and delete the extra bones (and restore them again when you need to make changes)
these coat-hangers are for the pelvis and spine

aight it's 2am. time to sleep I'd say. Here's a look at the fur model when it's not.. furry.. Sonic Team used vertex colours to determine fur direction and vertex alphas to determine fur height. you can see how the model is displaced on the in-game screens I posted earlier.
