I did some quick testing and it seems to affect 2018.3, but not 2019.1 (displayed working correctly here).

It seems related to giving an offset to camera's, which results in postfx not displaying correctly on camera's that carry an offset.

Could this be a bug in Unity 2018?

This is just a quick hack. 🤠
Front-view sprite's head were not aligned correctly in the original.
Side-view sprite hand were not colored in the original. Also, 1 pixel missing on his jaw.
