まず顔の形と合わせて法線転写用のハイポリメッシュを作って
そして法線メッシュ→顔メッシュを先後選択して
最後はData Transfer→Custom Normalsをクリックして法線データを実際の顔メッシュに転移すればいい

This is actually a *super* high poly object. It's meant to be used to bake normals onto a low poly object. It's done by using the Subsurf Modifier and then adding a bunch of loops around the edges to make them "sharp". This single piece alone has nearly 40,000 tris itself.
