In "Capcom Vs. SNK, an Oral Story", an interview with Polygon, Toyohisa Tanabe confesses that after development was finished for The King of Fighters '98, Ryu, Ken, and Goku were added to a developer build.

It was done just for fun, and it was never printed into cartridges.
