It's easy to create focal points through lines and colour contrast that drive the eye to a specific areas. Manga artists do it all the time. Though these are decent examples from her.

LRT I LOVE doing this. Throwing a weird color in as light accent or as a base to build on is great for depth. It works great for clothes, but it's good for hair and metals too! Choosing a brush with a texture to contrast also does a lot for a little!
