It's one mesh with some modifiers on it and a custom toon shader. The texture is a procedural Voronoi cloud which I animate using an object. Then I use an other animated texture to mask the alpha, and voilà.

This is actually a *super* high poly object. It's meant to be used to bake normals onto a low poly object. It's done by using the Subsurf Modifier and then adding a bunch of loops around the edges to make them "sharp". This single piece alone has nearly 40,000 tris itself.

できた立体に更にadd ModifierからsmoothとかLaplacian Smoothとかかけて、Waveで中央を持ち上げるといいかんじに
最後はdecimateでポリゴン数減らしてUnityにもってきてみた
