I tried out letterboxing, but it really doesn't look that good in my opinion.

For whisper balloons, I like to fit the dialogue as it normally would into a balloon and then scale the dialogue down to about 75%. It give the balloon a little extra air that's easy to keep consistent in a book where whisper balloons happen on a regular basis.
