In general, animated characters in Visual Novels are a nice touch, but if the characters have interesting/powerful poses, static images are more than enough (minimum animation like blinking optional)

If the characters are just looking straight ahead, that's boring design.

from "Jihad" by Igor Baranko, one of my fav graphic novels. Baranko served in the Red Army in the 80s. After the USSR fell he went off to remote Buddhist temples in Siberia seeking the meaning of life, before eventually returning to make comics.
