I just finished watching Avatar:Lengend of Korra. Is it me or did it seem like pro-cops Propaganda?

They turned everyone into a cop. Toph, Lin Beifong, even Mako! And of course the Equalists are the bad guys exploiting tension btw haves and have-nots!!!
