Napier is a Highland General/Experiment, but he's a Pictish Beast Chimera, a super chimera to be exact.
Napier's appearance is kept a secret via his armour and he doesn't show his true likeness. He possesses water abilities, being able to generate it for attacks.

Napier's based off the Pictish Beast from Pict history, a creature no one knows they looked like what they were, they were either dolphins, elephants or water Capricorns.
As a chimera, he wears armour to enhance the ambiguity/mystery.
