Sealas comes from the game Super Dragon Ball Heroes: World Mission. Buu’s rampage is 5 million years ago, but Sealas’s native time is unspecified. Still, since he was in the Galactic Patrol rather than the Galactic Police, he presumably originates after Moro’s capture 10mya.
This founding member of the Time Patrol is Sealas, previously in the Galactic Patrol, and a man with a strong sense of justice (always a great thing in an apprentice). The two travel to the era of Buu’s rampage for some routine time patrolling.
Shin says he was once Dai-Kaioshin’s apprentice in the DBS manga (Viz translated Dai-Kaioshin as “old Kaioshin” here), similar to Zamasu serving as Gowasu’s apprentice. It’s still not terribly clear how U7’s 5 Kaioshin structure relates to the other universes.

@JGoku18 Shin at least did start out as a disciple of the Dai-Kaioshin (translated as “old Kaioshin” by Viz on this occasion), according to the DBS manga. So the others might have been the same.
