The blasted remains of Gangplank's old ship, the Dead Pool, litter the sea floor around the Slaughter Docks + White Wharf. Gangplank's new ship is the Dreadway, where the Jagged Hooks support the old Reaver King; while Miss Fortune's Soldiers of Fortune sail aboard the Syren.
Carving bays have cranes + towers to support the enormous corpses brought in. Once a monster has been carved to pieces, it is taken to the killhouses and butcheries where they are processed for sale. Meat, oils, hide & armored scales, as well as bones & teeth are all valuable.
Bilgewater's Slaughter Docks service the booming monster hunting industry. The streets flow with blood and guts at every hour and the stench is legendary. The waters are tinged red with poisoned runoff which drives sea monsters away, which has increased tensions with the Buhru.
The Eyries are the wealthy upper districts of Bilgewater. Along Cardsharp Walk are gambling halls like Fortune's Glory. Zarcon Brath, the MC, has earned enemies thanks to his tolerance for a good con. High stakes card games have made it the hangout of Gambit clone, Twisted Fate.
Butcher's Bridge is a stone span that looms over the main harbor, connecting Rat Town on the west side to the Eyries and the ancient Temple of Nagakabouros. It bears the scars of Harrowings past and a huge gate protects the upper reaches of the city from dangers in the port.
Yordles are one of Runeterra's unique races, though they originate from a pocket plane in the spirit realm known as Bandle City. Portals hidden throughout the world connect to this whimsical land. Dark Tides suggests that gnomes are a good mechanical base for playing a yordle.
Raider's Hold is a flophouse with infamously flexible rates. Elderly Captain Breanna Zyll trades in "favors instead of silver serpents”, giving board if you'll hunt down a debtor or mess with a rival. Few risk trying to claim the bounty on her head, as she has powerful friends.
Captain Sarah Fortune is now the true power in Bilgewater, though only 1/4 of the Corsair's Conclave (a set-up she's looking to change). Others are Captain Bragg, who slew the Devourer of Joy; Sir Petyr Harker, killer of the Crimson Blade; and Crow, a sadistic oaf of few words.
6 months ago, the Reaver King's ship was blown up by the bounty hunter, Miss Fortune. Years ago, Gangplank killed the gun-smith, Abigale Fortune. Her daughter, Sarah, survived however, repairing her mother's final work, twin pistols named Shock & Awe, and going on the warpath.
The Buhru believe the universe only moves towards its destiny when people pursue their desires. They worship Nagakabouros--the Great Kraken, the Mother Serpent, & the Bearded Lady--a goddess of life, motion, and storms. They consider sea monsters her children + despise undead.
