Oh, NTT #21 is also the first appearance of The Monitor, three years before Crisis on Infinite Earths.
They have a team-up with Hawkman in this issue, which is fun. Doctor Light accidentally brings some statue's from a museum exhibit to life, and they have to figure out how to undo it. Robin really bullies Light in this one.
You have to admire that Dick puts in the effort to reach out to Raven
Dick Grayson: detective extraordinaire and judger of petty criminals. "Not at all a professional job" indeed.
The daring young man on the flying trapeze gets a mention!
And Dick and Donna continue to be siblings.
Anyways, back to your irregularly scheduled NTT programming:
Dick and Donna are platonic soulmates. Their friendship is one of the best in comics, and I'm glad nobody has ever tried to really write them as romantic.

I like the clever way Robin takes down Doctor Light, by tricking him into getting up close.
Also, "Mr. Logan, I was spouting one-liners even before you turned green with envy" is a great line. 10/10 competent and clever Dick Grayson content.
