During the initial years of the Digital World there only lived the Digimon Ancestrals, the Digi-Gnomes and the True Enemy.
Qinglongmon sees this as the narrow mind that Zhuqiaomon has, a result of not believing in the evolution granted by the bonds between humans and Digimon, by Zhuqiaomon seeing this as a wrong way to evolve.
Qinglongmon was the one who wished that Culumon turned into a Digimon and sealed away from the Digital World, as it was until Zhuqiaomon recovered the Digi-Entelechy.
But Qinglongmon says that the True Enemy only acts when they evolve too far, and so the only way to stop the True Enemy is if they stop evolving.
Qinglongmon asks Zhuqiaomon what is the reason for this seed for power, Zhuqiaomon answers saying that they need this power to fight against their true enemy.
But Zhuqiaomon is confronted by Qinglongmon who wants to end this battle. Zhuqiaomon tries to justify that the humans are the ones who killed the Deva, their servants. But Qinglongmon says that they only did that because the Deva attacked first.
The one that was controlling the Devas was Zhuqiaomon one of the Four Holy Beasts that protects the Digital World.
Lopmon explains that in order to protect the Digital World and their Gods, as well to recover the Light of Evolution, the Digimon God created the Devas from the Dust Packets.
It seems that the Four Holy Beasts wants to accelerate evolution in order to fight something, but they don't know what it's now.
But they have evolved into beings considered to be Gods, with the shape and form of the Gods that mankind worshiped in ancient times.
