I truly cannot recommend Ed Brubaker's work on Catwoman and Gotham Central enough, two of my favorite Batman stories ever, even if Bats himself is only a supporting character on them.

If the trend of the villains being inspired by real life criminals with Riddler being inspired on the Zodiac Killer and Penguin on Al Capone continues on the sequel, how about bank robbers Joker & Harley Quinn inspired by Bonnie & Clyde?
