It's a little annoying that the Batgirl movie most likely won't be set on the Reevesrverse, because she's the easiest of Batman's partners to translate to a darker setting.

And the show could also feature flashbacks to Oz's childhood, growing up on the ancestral Cobblepot family, and being bullied by his peers over his appearance.

My idea for a Penguin HBO Max series:

A crime drama set after the events of The Batman, with Penguin settling into his newfound status as Gotham's kingpin, opening the Iceberg Lounge as a front to his criminal business.
