Another thing is perspective - Tatsunoko's artists (animators and storyboarders) massively favored frontal and profile shots, easier to draw. While Kogawa & Tomino did use them, Kogawa evidently favored using more complex three-quarter angles
I won't go back in detail over the inception of Rasa proper, but what's very noticeable in the various versions between 1983 and 1984 is how she starts tall and thin, and then gets smaller and rounder with time - moving from a bishôjo to a loli character
The other influence would be Yoshikazu Yasuhiko girl and child characters, especially from Kum Kum - they combine the detail and delicate features of shôjo characters with a childishness and cuteness that would appeal to lolicon sensibilities (including Kanada's) in the late 70s
(I've also theorized that Monga, the blob from Birth, may find its origin in the titular frog - see this impact frame from Gaiking where you have both a frog and some very Monga-like shapes)
In fact I'd go so far as to say that this isn't Puru, but Mahoro with Puru characteristics
