It was really intense to find that alpha Garchomp in Pokemon Legends Arceus and I wanted to get that vibe across.

@under_mania I understand they are fins. Its more about the shape of the collar. Here's my old vaporeon drawing.

I wonder why they removed the neck fluff collar motif in post gen 1 eevees.
