@ravenwing263 Dixon did write a bunch of Cass stories actually. He did some of the early fill-ins when Puckett wasn't on the book. (i.e. #12, #20 and the Connor Hawke arc that ran in #30-32). He also wrote Cass in Batman & the Outsiders in 2007 to 2008 as stated above.
The bat symbol on her chest appears completely yellow so there's a chance (again) that now we might have a full-on Black Bat bat symbol for Cass too. But I guess I'll have to look into the next issues more for that when Reis draws Cass again.

It's obvious she's treating the two as infants but as we the reader know Cass/Steph aren't infants. Something both girls don't want to tell her, but you can feel this subplot is building. So there is that.
Steph I see is a little more cracking this issue. Probably not just due to the fallout of Fear State, but also breaking up with Tim. And cooping with the only way she could-- course well yeah. Poor Steph.
As for our Batgirls themselves? Again, Cass is an utter delight in the series mostly thanks to artist Jorge Corona giving us SOOOO much fodder for fan artists in just two issues and reaction images for me.
It's not the first time we've seen this. My favorite use of characters such as these is the Decepticon Injustice Department (or DJD) from Transformers: the Lost Light.
