A lot of the work was also done by the particle system, I didn’t abstract the clumps into single planes, instead I just played around with the settings. By adding multiple particle systems with different parameters, you can simulate different strokes like the following 4/4

Some Toon shaded metal, learned how to do it though Tutorials,
I used an anisotropic Matcap texture
I wasn't going for it but I ended up with a 1980 type anime vibe
