You can add a vertex group with the same name in the GP object and the mesh and it will transfer the weights:

Then there's another layer, the mesh is displaced out a little and a separate distortion shader (this one) is put on top. The distortion is "projected" out from an empty sitting off to the left, so it matches the cone shape of the trail.
Left facing faces masked out by normal.

The shader is just some fresnel (using front and back faces separately.) Nodes are a mess, I just slapped it together. Back plane is masked out at the end.

A version with limited frames and better lighting
Thanks to for the idea to animate it on 2's and 3's

Disadvantage of limited animation is you need each frame to hold its own better, it looks kinda formless this way unfortunately
